President Ruto’s Behind-the-Scenes Meetings Precede Major Security Shakeup

President William Ruto has announced a series of leadership changes within the National Police Service (NPS) and the Kenya Prisons Service (KPS), including the resignation of Inspector General (IG) Japhet Koome, which the President has accepted.

According to the statement from State House, the changes were made to facilitate a smooth transition in the “top leadership of the National Police Service (NPS) and Kenya Prisons Service (KPS).
.” The President has nominated a new person to replace Koome as the IG, who will be sent to Parliament for vetting.

The revelations suggest that President Ruto had held a series of meetings with IG Koome and other affected security officials prior to the reshuffle.

This indicates that the changes were not sudden but rather part of a deliberate process.

The President has also appointed Deputy Inspector General (DIG) of Police Douglas Kanja as the acting IG to replace Koome, who had assumed the position in October 2022.

Koome is the third IG to leave office before completing their term.

Additionally, the President has appointed Senior Prisons Officer Patrick Mwiti Arandu as the new Commissioner General of Prisons, replacing Brig John Warioba, who is proceeding on terminal leave.

Other notable changes include the redeployment of Deputy Inspector General (DIG) of Administration Police Service Noor Gabow to the Public Service, and the designation of Commandant General Service Unit Eliud Lagat as the DIG Kenya Police and James Kamau as the acting DIG APS.

The President has expressed his gratitude to the outgoing IG Koome for his service to the nation and has extended his best wishes for success in all his future pursuits.

The statement from State House indicates that more changes are expected in the coming days within the security sector.
